After you've run the action and the storyboard is created, you can drag and drop the pics right on top of the board layer, then just change the order in the "Layers Palette" so that the board is on top of all the picture layers.
You do this by simply "grabbing" the layer you want (the storyboard layer) and moving it up or down in the palette (in this case up).
OR
After you've added your photos, click on the board layer (in the palette), and while holding down the CTRL key, click the bracket symbol - [ or ].
It's the key next to the "P"! lol
The left bracket symbol moves the layer down (or behind) and the right bracket moves the layer up (or in front of).
Then you can adjust all the photos so that they show through the windows.
